Cyprus Ministry of Interior has announced an extension of the Urban Amnesty Scheme for an additional three months, until June 23, 2025. This decision was made in response to increased public interest and recommendations from the Cyprus Scientific and Technical Chamber (ETEK).

Since the scheme’s launch on September 23, 2024, a total of 948 applications have been submitted across Cyprus. The distribution of applications by district is as follows:

  • Nicosia: 310 applications
  • Limassol: 279 applications
  • Larnaca: 92 applications
  • Paphos: 204 applications
  • Famagusta: 63 applications

Notably, 89% of these applications relate to the legalization of irregularities in residential developments.

The Urban Amnesty Scheme allows for the legalization of minor urban planning violations or excesses beyond the permitted building coefficient, in exchange for a compensatory fee paid to the Special Affordable Housing Fund of the Cyprus Land Development Corporation (KOAG). Applications are submitted via the “Hippodamus” system to the relevant District Self-Government Organization.

The extension of the deadline provides property owners with additional time to address any urban planning irregularities, ensuring full compliance with current legislation.
